I would say something like this:
"Hey, I wanted to remind you that I'm always here to talk. Although you may not know me well and I don't completely understand your situation, I am always here to listen. I may not have the best advice or have the answers to all of your problems, but I have a shoulder to cry on and some ears to use. I am not going to force you into telling me anything, but I am going to encourage you to share your feeling with me or someone you are close to. This may sound weird coming from me, but I care about you, and you are loved. If you ever need anything, come to me and I will try my best to help."
Make sure that you do this privately to not embarrass them and don't bring up too many details to make them upset.
Some people just need to be reminded that they are loved, and accepted. Try and do everything I said in the quote, because that is usually the best thing to do.
